  • Here’s How Google & YouTube will Support the Philippine Elections

As part of an ongoing commitment to connect voters to timely information and help protect the integrity of the Philippines elections, Google and YouTube announced a series of product features, partnerships, and programs.

    Raising authoritative election information

As Election Day approaches, millions of people in the Philippines will be turning to YouTube to get the latest election news, and learn more about candidates and the voting process. To connect people to authoritative election-related information, YouTube provides a variety of Election Information Panels:

    ●      Candidate information panel: When YouTube viewers in the Philippines search for the names of President and Vice President candidates, a relevant candidate information panel will show at the top of their search results. This panel highlights information on the candidates, such as their political party and what office they’re running for. Information about candidates and parties is sourced from vetted, non-partisan, third-party sources.

    ●      How to vote information panel: To help people learn more about the voting process,an information panel surfaces on YouTube for all searches pertaining to “how to vote”. These panels will link to the Commissions on Elections’ (COMELEC) website featuring relevant materials, requirements, and the step-by-step of the voting process.

    Google

This is part of the existing portfolio of features that YouTube has rolled out in the country, aimed at raising authoritative information. These include Top News and Breaking News shelves for fast-moving, breaking news events; information panels that indicate funding sources from publishers that receive public or government funding; and information panels giving topical context that links to third party sources such as Wikipedia and Encyclopedia Britannica, for videos on a number of well-established topics that can be prone to misinformation including the Holocaust, the Apollo moon landing, and Martial Law in the Philippines.

Speaking about the election information panels in the country, Emily Moxley, Vice President for Product Management at YouTube said, “Political news and events can be subject to misinformation, so the availability of authoritative information sources is crucial. Over the last few years, we’ve made deep investments to make YouTube a more reliable source for news, while also maintaining the openness of the platform. Our work is ongoing and we are committed to making YouTube a vibrant and safe community for a healthy political discourse as well as help protect the integrity of elections.”

YouTube’s Community Guidelines apply equally to everyone. From February 2021 to January 2022, the platform removed over 400,000 videos uploaded from the Philippines for Community Guidelines. YouTube elections misinformation policies prohibit content that:

    ●      Misleads voters about the time, place, means, or eligibility requirements for voting, or false claims that could materially discourage voting

    ●      Advances false claims related to the technical eligibility requirements for current political candidates and sitting elected government officials to serve in office

    ●      Encourages others to interfere with democratic processes

    ●      Contains hacked information, the disclosure of which may interfere with democratic processes

In addition, YouTube’s systems are designed to limit the spread of borderline content and harmful misinformation. Today, consumption of borderline content that comes from its recommendations is significantly below 1% globally.

    Supporting fact-checking initiatives

The Google News Initiative (GNI) supports Meedan’s #FactsFirstPH, a coalition of more than 100 groups, including news organizations such as Rappler, civil society organizations, business groups, faith-based communities, research groups, and legal organizations to fight misinformation ahead of the Philippine elections. The GNI has also partnered with the University of the Philippines (UP) to launch a journalist training series and provided support to tsek.ph, a collaborative fact-checking project led by UP.

    Investing in media literacy programs

Google has been investing in and supporting local media literacy programs to teach people how to identify trusted information. These include the Asian Institute of Journalism and Communication’s “a day in the life” video series and training for news literacy, and CANVAS’ #YOUTHink magazine. Google.org also made a grant of $1.5 million to help the ASEAN Foundation expand media literacy education in ASEAN member communities including the Philippines. The ASEAN Foundation has also developed a digital literacy comic book available in Filipino.

“Fighting misinformation is important to Google and it takes the whole of society working together to address it. We will continue to forge meaningful partnerships with the media and community groups to help people access the right information so they can make an informed vote in the upcoming elections,” said Irene Jay Liu, Google APAC News Lab Lead.

“Part of COMELEC’s mission is to empower voters with accurate, relevant and timely information. We laud Google for taking the important steps in helping Filipinos access authoritative information that is essential for an informed electorate,” said James Jimenez, Commissions on Elections Director for Education and Information.

  • 5 Philippine History Books to Read If You Hate Reading History

History is not everyone’s cup of tea, and for some, their general memory of learning Philippine history in school is just trying to memorize names, places, and dates. While these are all important data, some of us can’t help but feel that we might have missed the bigger picture– the essence of the events that took place in our history, and the importance of the people who made it happen.

These days, our consumption of information has changed drastically with the rise of the internet and social media. Unfortunately, with this comes the rise of fake news which makes our beliefs vulnerable to influence from unreliable sources, just because the way they present history seems more intriguing. Luckily, reading history from credible authors can still be entertaining, if you just know where to look. Below, we’ve rounded up some books that make Philippine history more interesting and palatable to the general public!

    Rizal Without the Overcoat
    Photo: Anvil website

    Rizal Without The Overcoat

Ambeth Ocampo, who writes history for the general public, is a popular figure when it comes to the study of our National Hero, Jose Rizal. In Ocampo’s Rizal Without The Overcoat, the author gives readers a closer look at Rizal, including details that will pique anyone’s attention with interest and intrigue.

In this book, Ocampo discusses myths surrounding the hero such as the Jack the Ripper conspiracy; shares details about Rizal’s interesting entries in his journals; and other bits and pieces on Rizal’s life that would remind us that Rizal, just like us, is only human– he can laugh with his friends, be kuripot at times, and make mistakes– thus, we can also strive to be like Rizal.

    Looking Back Series

Looking Back is a series of books from Ambeth Ocampo that touches on interesting topics in our history that go beyond just Rizal. The best part about these books is that each title offers a short but informative read perfect for those who find themselves unable to finish the books they’ve started. Since the chapters in these books are from Ocampo’s column in The Philippine Daily Inquirer, Looking Back is divided into short chapters that are easy to digest, in effect, making it also easier for the reader to dive into the past.

    A Question of Heroes
    Photo: Anvil website

    A Question of Heroes

National Artist for Literature Nick Joaquin first published A Question of Heroes in the ’70s, but it remains to be a must-read retrospective on our heroes. In this book, Joaquin subtly questions the heroism of our heroes, including Rizal, Andres Bonifacio, Antonio Luna, and Gregorio del Pilar to name a few. Of course, the author tackles each case with evidence and testimonies, and he allows the readers to make their own judgments based on the available information. Thus, readers must approach this book with an open mind, and remember that the heroes we’ve always put on a pedestal are only humans like us. While they’ve made great sacrifices, they are also flawed and bound to make mistakes.

    The Other Philippine History Textbook
    Photo: Anvil website

The Other Philippine History Textbook Series

The Other Philippine History Textbook series by Christine L. Diaz takes the common history lessons and presents them with a more interesting writing and presentation. Unlike the textbooks in our classrooms that present cold hard facts waiting to be explained and interpreted by the teachers, Diaz’s books already include subjective commentaries by the author for the readers to ponder upon. Of course, while the facts are there, it is still up to the reader to decide whether they agree or disagree with the author’s interpretations of the historical events included in the books.

    History with Lourd

History with Lourd: Tsismis Noon, Kasaysayan Ngayon

Some may not consider this title a proper history book, but it is indeed a book about history. Lourd de Veyra is known for his satirical commentaries on TV that pull no punches. His show, History with Lourd: Tsismis Noon, Kasaysayan Ngayon has been adapted into a book that presents events and personalities from our history in a very entertaining way, centering on the most intriguing subjects and sprinkling humor on its storytelling. Of course, De Veyra still used the accounts of historians and experts to confirm the facts and invalidate the tsismis that have also found their way in our history. When diving into this book, readers must also have an open mind and be willing to research further to see the bigger picture in certain topics.

  • Operation Smile Promises to Transform the Lives of 1 Million Patients in 10 Years

Global nonprofit Operation Smile announced a 10-year commitment to increase access to care for 1 million patients who need cleft care and other essential surgeries. Entering its 40th anniversary year, the organization will scale up its investments in underserved remote areas around the world.

The announcement marks an evolution for Operation Smile, which will continue to work as the leading global nonprofit specializing in expert cleft surgery and care and will focus more intensely on transforming local health systems. The organization’s new vision includes creating expanded opportunities for women in medicine, investing significantly in research, innovation, surgical education, and youth empowerment, all of which are factors that impact cleft care.

    10 Year Commitment Patient Images

“As we enter our organization’s next decade, we are deeply focused on increasing the number of high-quality cleft surgeries, which requires strengthening local health systems,” said Operation Smile Co-Founder and CEO Dr. Bill Magee. “We’re committing today, to transforming lives by challenging inequities in the health system head-on to serve a million people who need care.”

Founded in 1982, Operation Smile has provided free, life-changing surgical and dental care for more than 326,000 patients, enabling them to eat, breathe, speak, and live healthier lives. With each surgery, the organization has seen how gaps in health care infrastructure create barriers to access and perpetuate inequities in health care systems.

“Our experience has shown us that long-term investments in health care infrastructure and partnerships with local medical leaders are critical to serve children with cleft conditions, and that our work and presence in a country provides greater access to high-quality care,” said Kathy Magee, Co-Founder and President of Operation Smile. “Our focus will always be on cleft care, but we are also empowering our world-class medical teams fueled by 6,000 global volunteers to provide comprehensive care for patients autonomously.”

Over the next 10 years, Operation Smile will collaborate with local partners, including ministries of health, donors, corporations and academic institutions to bolster in-country health systems to reach its goal of increasing access to care for 1 million patients.

Initial investments as part of the organization’s next decade of commitments include:

    • $8 million investment in Guatemala over five years, which will support five hospitals across the country to provide cleft surgery for 1,200 patients and comprehensive care for 3,400 patients
    • $10 million investment over five years to support a network of hospitals and care providers across seven geographic areas in Mexico, which will provide care for 4,500 patients
    • $9 million investment over five years to support patient care in Colombia, including in Riohacha Hospital, a public hospital located at the border with Venezuela where indigenous communities and migrants receive care
    • $6 million investment over five years to support the CHUK Hospital hub in Rwanda and outlying locations, including surgeon and clinical support, patient nutrition, dentistry and more

To ensure the long-term success of these investments, Operation Smile is partnering with local stakeholders to revolutionize how health systems deliver surgical care in underserved areas around the world.

“Philippines has been one of the major hubs of Operation Smile and was actually founded here. So this milestone is especially important to us. It’s a great time to rededicate ourselves to our commitment to provide access to high-quality and holistic care to Filipino children and their communities. So we can continue the legacy of 40 years of learning and success,” said Emiliano Romano, Executive Director of Operation Smile Philippines.

  • WWF-Philippines Continues to Push for Extended Producers Responsibility Scheme to Address Plastic Problem

An Extended Producers Responsibility roadmap was released by conservation group World Wide Fund for Nature Philippines (WWF-Philippines) on Thursday, highlighting the substantial impact of plastics in our environment and how adopting the EPR scheme can effectively change this worsening plastic problem.

    EPR Photo 2 1

The updated report entitled “Extended Producer Responsibility (EPR) Scheme Assessment for Plastic Packaging Waste in the Philippines”, WWF-Philippines proposes an EPR scheme where the responsibility of implementing the scheme for building high-quality recycling capacity should be assumed by an industry-led, non-profit Producer Responsibility Organization (PRO), acting as the system operator, with strict monitoring and control systems carried out by the government.

In the first edition of the EPR study, it was shown that in 2019, the number of plastic items consumed by Filipinos was 2.15 million tons per annum. Thirty-five percent (35%) of the consumed plastics leak into the open environment while 33% are disposed of in sanitary landfills and open dumpsites, with only 9% recycled because of our lack of capacity to recycle both high and low-value plastics.

WWF Flow of Plastic in PH 2019

WWF-Philippines pushes for an EPR scheme as a critical policy tool that holds producers accountable for the full life cycle of their products and packaging. EPR is an environmental policy approach that emerged in the 1990s and is now increasingly recognized globally as a useful tool for accelerating the transition to sustainable waste management and a circular economy. This scheme encourages waste reduction through the elimination of unnecessary packaging of products and the development of more environmentally friendly packaging design.

“We must take collective and immediate action. The proposed EPR scheme aims to build on the country’s current waste management system, integrating ongoing actions, and have collaborative action from various stakeholder groups. This way, we can stop plastic waste leakage in our nature.” says Czarina Constantino, WWF-Philippines’ National Lead for the No Plastics in Nature Initiative.

    EPR Photo 1

The proposed EPR roadmap incorporates the existing country’s solid waste management infrastructure such as Materials Recovery Facilities (MRF), junk shops, and recycling facilities that aims to recover recyclable wastes. The informal waste sector, an important contributor to the Philippines’ recycling rate, has also been integrated into the EPR system. Initiatives from the businesses and civil society organizations have been included.

For the past few years, EPR started gaining traction and support among the policymakers as the House of Representatives recently passed House Bill 9147 also known as the “Single-Use Plastic Products Regulation Act” as the proposed substitute bill for plastics that includes an introductory provision for EPR. Meanwhile, in the Senate, Senate Bill 2425 also known as the “Extended Producers Responsibility Act” is now on its Second Reading.

“The battle against unnecessary plastics will be successful only if we have concerted effort from all stakeholders – supported by an enabling policy environment. Let us therefore strengthen our call for the passing of EPR into law, with good implementation, so that we can stop plastic pollution together,” says Katherine Custodio, WWF-Philippines Executive Director.

The proposed roadmap is part of the No Plastic in Nature Initiative – WWF’s global initiative to stop the flow of plastics entering nature by 2030 through the elimination of unnecessary plastics, doubling reuse, recycling, and recovery, and ensuring remaining plastic is sourced responsibly. Through this initiative, WWF-Philippines has been working with cities on plastic leakage, policymakers to advocate for a global treaty on plastic pollution and EPR, businesses to transition to circular business models, and the general public to campaign and act.
